I have also seen the photo be refereed to as undeveloped,

I believe it is taken in the dark. There was likely something to see, but by the time he pressed the button on the camera, it had gone dark. He was likely outside at the time and didn't want to throw the photo on the ground. So he stuffed it in his pocket and likely threw it away when he got back in his room. And so, it was in the room in the garbage during the event.

As far as I can tell they didn't have that kind of instant develop film during that time so he would have had them developed first. He was likely looking through them, saw that one and shoved it in his pocket to throw away later, forgot, and found it when he got to the hotel room. That would explain the damage it had. That or what he took a picture of, he desperately needed to see on the camera so he stuffed it in his pocket in a hurry and was looking at it desperately in the room.

Just go to Ebay and search Polaroid instant camera 1961.
This is a quote from one of the cameras :

The first self-developing camera system designed by Dr Edwin H Land was introduced in 1948. This is from a collection of the complete 'first generation' Polaroid Land cameras using Series 40, Series 30 and Series 20 'instant' roll film (picture rolls).

Plus it is most likely the one he tossed away was the first one of the pack, that was often unusable as it might have been dried.
